The Research On Improving System Of State Drug Administration

Viewing the reform of the organization of the State Council in 1998, the system of the drug administration in China has been greatly changed. And the State of Drug Administration was founded. The practice of these years has proved that the running of drug administration has achieved an unprecedented improvement. Indeed, which has solved the conflict between the drug administration and the medicine industry, and the competition of the power in the industry preliminarily. On the meeting of the 10'} National People's Congress in March 2003, the government passed the reforming plan of the establishment the State Food and Drug administration (SFDA) on the basis of the State Drug Administration (SDA). Then the SFDA was founded officially, which marked the set-up of a new round of the reform of the system of pharmaceutical management. Under such circumstances, this paper not only probes into the system of pharmaceutical management in our country, but also puts forward some suggestion for consult hoping which can help us learn more about current reform.First, the paper looks back upon the process of the establishment and development of the system of drug administration in China. Then introduces the system of the drug administration in EU, USA and Japan. At last, using the organization theory in the Management, this paper analysis the current management system from three aspects, which are macro-management system, the division of functions and. powers of system of the Chinese drug administration and its administrative approval. Also the paper points out some defects in the current system and puts forward some plans and suggestion to solve the problems, advocating to strengthen the coordination with the braches related to the drug administration, deepen the organization reform and division of the power of the drug administration, standardize headministration approved of the further more and strengthen the after-ward administration.
