Study On The Evaluation Of The R&D Medicine Project Supported By JiLin Province

In recent years, with the quickly developing of medical industry and investing scale of R&D, people paid attention to the research and application of the technique. Setting up a effective medical R&D evaluation system and provide a management system of the project decision for government and enterprise can bring up competitive advantage of our medical industry, accelerating economic development of nation and optimize industrial structure. Firstly the paper analysis the characteristic and procedure of medical R&D project deeply. On the procedure of R&D, we need chemistry, pharmacology, engineering science, biomedicine, clinical science, biology technique molecule science and ethnics etc, which is a system engineering accomplished through the cooperation of experts and researchers. The character consists huge invest, long cycle, high risk and high profit. The procedure of a new medicinal drug involves two stages of forward clinical research and clinical research. The registration for new drug must been applied after third clinical trial. The paper introduces the medical R&D and medical industry of Ji Lin province. Forming industry structure including Chinese nostrum, biomedicine, chemistry drug and instrument of medical treatment, Jilin province has built three Chinese traditional medicinal bases in Chang Chun, Si Ping and Tong Hua. There are 219 medical enterprises, 55000 employees and 18.9 billion total assets. The total income is 9.9 billion in 2004, increasing 24.9%. The tax is 2.2 billion, increasing 23.02%. The profit is 1.35billion, increasing 14.24%. The industry add is 7.4billion,increasing 28.34%. The R&D pattern is on transition stage from strategy R&D to strategy alliance. On the period from 1996 to 2005, more than 500 projects were funded by 8.6 million, which drove 2billion society capital to medical R&D and about 100 new drugs were developed. Jilin province has built a reasonable medical R&D system, which formed a integrated structure including government, research institutes and enterprises. The paper illuminates the significance of setting up the evaluation system to the project funded by Jilin province medical R&D fund. The system is divided into three stratums. The target stratum is the project evaluation. The rule stratum comprises the extent that the project has accomplished, social influence and economic benefit. The first item comprises 7 indexes which are accomplished extent of target, accomplished extent of research, accomplished extent of technique, investment, patent number, number of trained researchers and production quality. According to the result of evaluation, the paper points out some problem in the course of medical R%D. we must exert government, research institution and enterprises, even society, and to construct a good circumstance from policy, financing, patent transforming and media service. The last chapter puts forward conclusion we have got. Though we have build up the evaluation system of Jilin province medical R&D project. But we need study the index and weigh deeply, which is the task author will keep on studying. Enhancing the medical R&D can force the development of medical industry of Jilin province and prosper the north-east old industry base. with the development of knowledge and information, we can evaluate the medical R&D project more nicety, more impersonally and provide effective decision-making for manager.
