With the approach of the date that the automobile industry of China will be fully opened in 2006,an upcoming breath begins to fill in the domestic automobile market. The automobile logistics related to the automobile industry also faces various competitions and challenges. At present, the main problems of the automobile logistics in China are the high cost and the poor service level. It is surveyed that the percentage of the automobile logistics cost in the automobile production cost is 10%-15%, but the percentage in our country is over 20%. From the service functions the automobile logistics provides, traditional operations such as transportation, storage and so on take the most proportion and the 85% incomes come from these basic services. But some proliferous services such as accessory distribution, logistics information services are still in the phase of exploration and attempt. In our country, the main automobile logistics pattern is the incorporation of supply, production and distribution, which is that all logistics activities including purchasing logistics, the manufacture company itself completes production logistics and distribution logistics. The manufacture corporation is not only the organizer and manipulator of production activities, but also the organizer and manipulator of logistics activities. In this mode, the manufacturer has absolute control right and holds the first-hand customer information, which is in favor of improving customer service and harmonizing the whole logistics activities. But, with the continual scale-up of the logistics operation and higher request to the information, automatization and flexibility of the automobile logistics, self-support cannot accommodate the development of the logistics. It not only makes the company afford more burdens and reduce the total efficiency, but also restricts the specialization development of the automobile logistics market greatly. So it is urgent that there are third party logistics companies to carry on various logistics activities by professional, canonical and standard means, which can help manufacture corporations focus advantageous resources to create core strengths.This article starts from the layout of the automobile industry in China and analyses the distributing actuality, then educes the relation between the increase of the automobile logistics and the increase of GDP. Combined with the deficiency existing in the third party companies, it is necessary to build up a set of better automobile logistics service system to change the condition that supplies doesn't accord with demands. In the course of building up the system, this article mainly makes a research based on policy, basic flat and operation flat, including the making of the policy,transportation function, storage function, distribution function, information level and customer service that are connected with improving the qualities of logistics services. But it is not enough that there is only a set of service system, when we choose the suppliers and evaluate the performances of logistics services, a special means is still needed. This article analyses some main evaluation methods such as KPI, DEA, and AHP and adopts AHP to complete the evaluation of indexes. Through the proportion analysis of evaluation indexes, it educes the importance degree of each index and the differences between the supplier's service levels, which is easy for suppliers to find their lacks and carry on logistics activities effectively.
