Research On The Formation Of Dumping Resulting From Chinese Local Governmental Behavior

Since the reform and opening, China has achieved extraordinary economic success over the past decades. Meanwhile, Chinese local governments are demonstrating their existence and the strength all the time: the local governments' innovation behaviors are important driving power on the reform and opening; the local governments' functions expand and they have formed the independent interest pattern, which is the premise to foster the competitive market; the local governments behaviors are the indispensable intrinsic factor which stimulate the economy growth; The local governments' regulative management behaviors demonstrate positive effects in the hiberarchic macroscopic management process; it is advantageous to dispose the authority resources reasonably between the central government and local governments ,when the interest entity consciousness of the local government is awakened. But, the local governments' behaviors also have the negative effects on the Chinese economy: local protectionism is in vogue; the local government economic main body status is gradually steady and strengthened, which intensifies the imbalance condition of the local economic development; suffering from "the investment hunger" by the local governments, the national macro-economy was fully fluctuated with pain; the local governments' behaviors of reversed adjustment cause the central policy losing efficacy.The local governments profoundly affect the development of Chinese economy. On one hand, the local governments actually promote the local economic development. On the other hand, local governments' variant behaviors, such as local protectionism, hinder the domestic production and trade, make the market adjustment and macroscopic regulation failure. This thesis mainly discusses the relations between the local governments and dumping.The thesis analyses how the local governments affect the condition that our country suffers dumping and antidumping from four angles: firstly, the local governments' behaviors cause the situation that our country encounters antidumping; secondly, the local governments' behaviors prevent our country suffering antidumping; the third, the local governments' behaviors cause the situation that ourcountry suffers dumping. Finally, the local governments' behaviors hinder our country from suffering dumping.Through studies and analysis, this thesis finds out the key reason that the local governments' behaviors affect the condition of dumping in our country: the local governments became " the economic person ", gradually get out of the role of the central government's "agents", and they are inclined to take the economic interest as the main body^ The local governments become the main body of the economic interest. Relatively, they have more financial resources and increasingly relied on the economy. Therefore, the local interest and localism as the main motives strengthen the local governments' behaviors.In view of this reason, the author proposes from three aspects that local governments' behaviors should be standardized so as to reduce the occurrence that foreign countries dump or antidumping against our country. These three channels are as follows: constructing the reasonable system between the central government and the local governments; integrating the domestic market; implementing commitment to WTO and improving the local governments' behaviors.
