Research On The Relation Between Industrial Agglomeration And Development Of Urbanization In The Northeast

It has been widely accepted in many countries that industrial agglomeration and urbanization are two key factors of regional economy development in the 21 century. The strategy of revitalizing the old industrial base in Northeast China is another important regional development strategy that has an overall and strategic significance after the opening strategy of the coast in 1980's and the western development strategy at the end of 1990's.Unlike the past strategies that rely mainly on regional development, the core mandate of the revitalization of old industrial base in Northeast China is regional recycling and regional innovation, which is in need of a new development ideas for guidance. Against this background, it has become an important research topic that how to improve the economic efficiency of industries in the Northeast and to make it to be the core driving power of urbanization as well as to achieve their interactive development.The paper first states comprehensively respective meaning, characteristics, influence factors of industrial agglomeration and urbanization as well as their relations. Then it makes a general analysis on the current status of urbanization in the Northeast and the development trends of urbanization in the world and gains following inspirations : First, industrial agglomeration is an important factor to promote the process of urbanization in the Northeast; Second, the positive development of central cities in the Northeast is the inevitable choice at this stage; Third, technological progress and innovation is the key to achieve competitive advantages; Fourth, effective institutional arrangements and policy innovation can give play to the effect of industrial agglomeration and accelerate urbanization process. On this basis, methods of comparative analysis and empirical analysis are used to investigate the choices of the superior local manufacturing and service industries of three provinces in Northeast China in point of the industrial agglomeration. Later the paper expands space along the evolution of "point——axis——surface "and analyses small towns and high-tech industrial areas, so as to construct interaction strategies of industrial agglomeration and urbanization in the Northeast. Finally, institutional arrangements and policy innovation in the industrial agglomeration and urbanization process are investigated to seek the motive force to accelerate regional integration and the process of urbanization and to provide some references of the economic development of the Northeast.
