My teacher once said vividly that, There are two tracks in the human resources management: Take goal as core post management, take ability as subject staff management. This article research is embarks from this understanding, in the existing quality appraisal research theory and in the practice foundation, closely revolves quality this carrier, from is clear about the limits production department staff quality appraisal connotation, the principle and the composition essential factor obtains, tries hard through to construct the integrity the staff quality appraisal system to solve present enterprise production department universal staff quality appraisal many diseases, like only takes to inspect the staff apparent knowledge, the skill, neglects the intrinsic ability, the special characteristic as well as the appraisal system integrity, the appraisal target is unreasonable, question and so on evaluation criteria indefinite quantity. This system is competent the quality request and in the standard foundation in the full consideration enterprise strategy development goal and each post determined each scale staffs quality essential factor, carries on the suitable discrimination and the limits to their quality, makes the science, the reasonable appraisal to each level staff quality, and utilizes the appraisal result to human resources management each module in.This article described the production department staff quality appraisal system to construct the mentality with emphasis, then take constituted the quality appraisal system each essential factor to introduce as the master line the appraisal target choice, the weight design, the evaluation criteria indeed graded the content, finally introduced how carried on the appraisal and the confirmation to the quality appraisal work.
