After more than ten years development, assets appraisal has already become the indispensable intermediary trade in Chinese market economy. However, with the rapid growth of the business of assets appraisal and the enlargement of the scale of in recent years, some problems have been exposed gradually. This phenomenon has not only hindered the function of assets appraisal on economics but also damaged the social image of the assets appraisal. The behaviors of some assets appraisal agencies are not standard, they have problems as scarce appraisal basis , lack the essential appraisal basis, coming to the appraisal conclusion randomly, lack the quality control, even writing up the false appraisal report. The occurrence and the existences of these problems indicate that the appraisal system of our country has not yet forms a state of ordered, and the appraisal result is also unpersuasive. So, how to establish an ordered appraisal system which could provide the standard intermediary service and the fair information is a problem that sits in front of the appraisers urgently waiting for solution. In recent years, theory of dissipative structure and theory of entropy have been introduced into the research of many disciplines. These theories make contribution for researching how to establish a ordered system, which provide the basis for us to research the above problem. This paper is a bold attempt to find the ways of realizing the ordered state of appraisal system from the new perspective of the theory of dissipative structure and entropy. In this paper, according to the quantitative and the qualitative approach, some fundamental research on the complexity and of the assets appraisal system was done with the application of the Dissipative structure and entropy. The thesis consists of 7 chapters: the first an introduction, the last a conclusion, in between is its body. In the first chapter the background and the significance are introduced, along with its literature summary. In the second chapter, appraisal system is introduced. In the third chapter, the theory basis of this paper is introduced, it includes system theory, dissipative structure theory and entropy theory. In the forth chapter, the appraisal system is analyzed as a dissipative structure with the characteristics as follows: openness, far from equilibrium and complicated non-linear interaction within the system, thus we can apply this theory which composes the framework of our analysis together with entropy theory to our research. In this chapter, we also point out the factors that have effects on the positive and negative entropy flow of the appraisal system in the sequence of appraisal procurer. In the fifth chapter, a model ofentropy flow is set up. By measuring the data that is collected from 82 assets appraisal agencies in Hebei province, the order of their appraisal activities is examined;the comparison and arrangement are also carried on. hi the sixth chapter, we put forward some suggestion that improve the extend of order of assets appraisal system in order to provide decision-making basis that standardize the tread of assets appraisal in our county. At present, the research on the complexity of the assets appraisal system based on the theory of dissipative structure has not been reported at home and abroad .The work made in this paper is very coarse and not perfect. There is a will that this paper would bring forth much more researches.
