The emergence, development and application of technology are realized in a certain value system of technology, and its value-evaluation must be found on at comprehension of the essence of technology, and on the analysis of its structure as well. Technology includes three elements: experience, noumenon and knowledge. In different social periods, the technical structure takes on different systematic characteristics. In present-day social with the development of technique, technical knowledge modality is to play a leading role and forms knowledge technical structure which is composed of theoretical knowledge, and knowledge experience techniques and technical knowledge is a leading factor. In the course of social actual development process, technical knowledge modality made the value evaluation of knowledge become a important problem which can not be neglected in technical evaluation.Technical knowledge has the mixed characteristics > including theoretical and practical, potential value and realistic value, articulateness and inarticulateness. To evaluate technology with traditional technical evaluation standards leads to a good many controversy about technical value. This paper compares these current controversies between different technical values, analyzes the sticking point of contradiction, and emphasizes the action of technical knowledge in value system. It starts with technical knowledge, and considers that technical knowledge determines the generation and development of Technology, guides the technical forecast, impacts the technical decision, and the materialization of technical knowledge is an approach for technical value realization, and the speciality of technical knowledge chooses technical application criterion, which provides a new visual angle for technical value evaluation system, and discusses to establish a set of technical value evaluation standards base on it. The final part of the thesis is to state the meaning of value evaluation on technical knowledge modality and considers that it is not feasible to treat and evaluate today's technical knowledge with the standards of scientific knowledge. It will enrich the existing technical value evaluation system from a new visual angle if we made a value analysis on technical knowledge modality and analyzed the theoretical and social meanings of it as well. The discussion and analysis on technical knowledge modality are very meaningful for us to deepen the understanding of Technology, develop the technical philosophy theory and technical ethics theory and improve the technical practice.
