During the tenth five-year plan, with the development of marketing reforms Beijing has made marked achievements in the field of politics, economics and cultures. Meanwhile, the urban poverty group are also growing. Paying attention to solve the problem of social security for Beijing urban poverty has already become an urgent political issue in the aspect of mending our paces in capital economic construction and keeping capital social order and prosperity.This article proceeds from Beijing social and economic objective realities. Based on government statistics during the tenth five-year plan. This article has studied the measure of minimum standard line of urban residential living, described the size of urban poverty group and its alternation and estimated the bearing capability of unemployment insurance fund by use of actuarial models. As mentioned above, this article has discusses the problems in issues of Beijing urban residential system for minimum standard of living and unemployment insurance. Based above, this article also provides countermeasures to fight urban poverty.Based on theoretical analysis, the research methods of this article focus on statistics and actuarial mathematic analysis of social security. Especially in the study of minimum standard line of Beijing urban residential living, through modeling the urban residential income distribution function and applying modified logistics function to the curve fitting of urban residential income distribution function model, this article sets forth the idea that the corresponding measuring results can be taken as the minimum standard line of urban residential living and at the same time demonstrates that the idea, corresponding with the actual economic conditions, is more reliable and practical than any other measuring methods. Further more, in the study of estimating the bearing capability of unemployment insurance fund, this article aims at factor analysis and constructs two actuarial models : Expenditure-Income model and Balance of Expenditure-Income model so that to offer a new train of thought and method for solving the issue in theory and practice.The methods of research that this article has used in issues of Beijing urban residential system of minimum standard of living and unemployment insurance areless common at home. So they are important characters of my article.The conclusion of this article are as follows: Although during the tenth five-year plan Beijing urban residential system of minimum standard of living has made marked achievements in the aspect of fighting urban poverty, under the restriction of fiscal expenditure the policy minimum standard line of Beijing urban residential living has been on the low side and result in only completing about 50% of the task of poverty alleviation and 145,000 urban poor residents are divorced from the "Last Safety Net". Therefore, to reach the state which those who should be protected by this constitution are really enrolled, require the Beijing government to make much efforts. And during the tenth five-year plan, the bearing capability of Beijing unemployment insurance fund is very strong and there is enough space to let both individual contribution rate and the firm contribution rate go down, so that it can meet the demand of economic restructure better. More over, this article estimates that in the period of the eleventh five-year plan if Beijing government controls the urban registered unemployment rate below 7.5% and raises the unemployment insurance benefit to an appropriate amount, the unemployment insurance system will uttermostly guarantee the living essentials of the urban unemployed and alleviate poverty.
