Studies On Measures For The Sustaining Utilization Of Soil Resource In Qinghe Farm

As an important social resource, soil is the primary one in agricultural produce.No agricultural actions can be developed smoothly without soil. For a long time,however, the protection of soil has been neglected in exploitation, and thus broughtserious loss and even calamity for society.Based on the status quo of the soil utilization and existing problems in QingheFarm, on the theory of public management and local economy development, thispaper systemically elucidated, by the method of literature analysis, comparison studyand data analysis, several issues such as how to normalize the exploitation andmanagement of Qinghe Farm soil resource, how to link up the management systemwith those of our country and the local government, how to fulfill not only its specialfunction to meet the need of prison work, but also its public function to fit the socialdemand, and how to realize the lasting utilization of prison soil resource. In detail, thestudies are as follow.1. On the basis of facts, this paper analyzed the existing problems and their causesin international and our national soil resource exploitation and expounded theexigency, necessity, inevitability and significance of the lasting utilization of soilresource.2. Based on further studies of the historical evolution, utilization and developmentof soil resource in Qinghe Farm, this paper expounded the function and features ofprison soil resource, especially its specific function and features for governmentalfunction, and elucidated the commonness and difference of prison soil resource andgeneral soil resource.3. on the principle of the universality and particularity in the materialistic dialectic,based on facts analysis, this paper rationally evaluated the prison soil source,reoriented it as affluence-orientated, intensivism-orientated, environment-friendly andservice-orientated source, and fixed on the scope and orientation of the lastingutilization of prison soil resource.4. This paper expounded and demonstrated the goal, approaches and means of thelasting utilization of prison soil resource.5. Based on integrated analysis and appraisal of local economy development, soilpolicy and prison features, this paper gave the suggestion on how the soil source ofQinghe Farm can get out of dilemma and fulfill its lasting utilization.
