Nowadays many coal-mining supported cities in China have run into a greatdeal of troubles in the process of their city development. Of these reasons are thechange of economic system,turbulence in market demand and the draining-away ofnatural reasources. These defac to situation have resulted in many problems for thesecities, such as the inadequacy of industry diversity , high dependence onresource-consuming industry,heavy pollution,increasing lay-off workers and weakcompetition potential shown by these cities. These factors have so severelyundermined these cities' development that some of them are now facing a toughsituation where they might exhaust their mineral resources and have an empty cityleft behind .These cities ,which in most cases are the political or economic centre (orboth )in their respective area,usually have great influence upon local economy .Thushow to avoid the coming dilemma and make possible their sustainable developmentremains a serious question to be researched on .The analysis method used in this research paper is the combination of bothnormative analysis and case study .It mainly deals with the contemporary social andeconomic situation facing these cities and the hindering factors that are preventingthem from a successful turning of city economic mode. It also suggests severalpossible ways which might be applied to once these cities are in the process ofeconomic mode turning. This article is based on a careful study of Zaozhuang'ssituation and the researching achievements by national experts as well as theirforeign peers. Both beneficial experience and painful failures are referred to here.Through the analysis of factors hindering Zaozhuang's economic and socialdevelopment, this article points out the significance of city economic mode turningfor Zaozhuang's sustainable development. After a thorough analysis of Zaozhuang'scurrent social and economic situation as well as the advantages and disadvantagesshown by this city, under the SWOT analysis method, this article suggests forZaozhuang's economic mode turning the goal, the schedule, the pattern and thepossible leading industry.
