The Approach Study On Country Land Use Planning

General land use planning is the "dragon head" of the entire land resource management. Compiling and Carrying out general land use planning play an pivotal role in controlling all kinds of construction land strictly, protecting cultivated land firmly and realizing cultivated land total quantity dynamical equilibrium Land use planning is an important measurement to optimally allocate land resource and maintain its sustainable use in the future. Guidance for the future is one of its main characters, and many factors involved are of uncertainty, which require us to contemplate the existing of all the uncertainties seriously, apply scientific methods, grasp its regularity, and realize the maximum general benefit of economy, society and ecology with the guidance of land use planning theories. The country land use planning is the core part of land use planning system, a connecting link between the preceding and the following planning. It involves the field of society, economy, the development of population, ecology system and environment, city construction, and so on. So how to choose scientific and reasonable technical methods remains an unknown topic. In this paper, we will discuss several key technical issues during the compiling of general land use planning.The main content of this article consists two parts: the approach study and the case study of land use planning. It can be divided into five paragraphs. The first two paragraphs review the present situation and the development of land use planning at home and abroad, the fundamental theories of land use planning. The third paragraph gives a detailed discussion on the compiling methods, which include the system, the planning contents, the compiling procedure, the related technical approaches, the implementation management, and so on. On the basis of analyzing the objectives, principals, characters, contents and space-time characteristics of land use planning, the paper advances a land use planning compiling model which is suitable for present situation. The fourth paragraph chooses Wuyi country which locates in middle Zhejiang province as a case study. At first, the paper analyzes essential features and major problems of Wuyi country's land resource. It grasps the principal contradiction which lies between the extension of construction land and the protection of cultivated land. Then let 2003 be the start year, set up GM(1,1) (one kind of grey models) model to predict the total amount of population and cultivated land in year 2010 and 2020 based on the historical data from year 1949 to year 2003. And then set up Grey Linear Program Model to optimize the land use structure, which determines a reasonable population scale and urban land scale to protect basic farmland and realize cultivated land total quantity dynamical equilibrium. Using MOCP (Multiple Objectives Compromise Programming Method) and software lingo 9.0 to solve the former model, the paper gets three schemes. At last, after appraising the three schemes using Weighted Index method, it gives the final optimum scheme for year 2010 and year 2020 separately.
