The Study Of Generic Technology Supply Of Industry Cluster

Generic technology is one kind of impure public goods, whose supply model is different with that of competition goods or public goods and has a close relationship with local government's guiding policies under the condition of industry cluster. So, the guiding policies adopted by the government with cluster have great significance to effective supply of generic technology and technical upgrading of cluster. Yongkang Hardware Industry Cluster, a typical cluster in Zhejiang Province, is a proper model for analysis of the supply of generic technology. The technical gradation analysis of all technical research and development projects in recent years indicates that the Yongkang Government's supporting policies haven't aimed to solve the problem of shortage of generic technology supply to industry cluster. And the analysis is proved by the economics model of existing generic technology supply. It is also put forwarded by the model's conclusion that Yongkang Government should organize some activities regarding generic technology supply, which enterprises are required to take part in, and should adopt market mechanism to effectively distribute the achievements of research and development. And then, on the basis of the conclusion achieved, some representative cases are selected among Yongkang Hardware Industry Cluster to prove above suggestions and to further determine detail operation methods and supporting form of the Government. In this proving process, a research method combining empirical research and case study is adopted and a great quantity of enterprises and all related governmental departments are investigated to obtain available data. All investigations show the generic technology supply situation to Yongkang Hardware Industry Cluster, provide useful advisory policies in the improvement of generic technology supply model, and prove the feasibility of successive operation.
