At present, the development of small and medium-sized enterprises of our country has already entered a new historical stage, after developing rapidly under the shortage economy that "growth was driven and increased with chances" in the 1980s, in key turning point of " second phase of development". And in current era, with swift and violent development of science and technology, globalization of economy and joining of WTO, the great changes facing the small and medium-sized enterprises has already taken place in the environment in which the management environment is complicated further, enterprises are fiercer in competition. The times of such enterprises growing up into huge organizations only based on experience, pioneering spirit, and speculation has become the past. Due to the shortage and weak of funds, technologies, talents and named a few, among the rapid changeable and uncertain environment whether or not the small and medium-sized enterprises of our country can successfully carry on strategic turnaround has turned to be the key point for their sustainable development in future. The main purpose of this essay is to probe the management issues of strategic turnaround in development for the small and medium-sized enterprises in China and further put forward the corresponding countermeasure on thebasis of analysis and research of a great deal of mistaken ideas and questions regarding strategic turnaround in our industries.This paper begins from the implication of strategic turnaround and growing up of the small and medium-sized enterprises , through the analysis to the reasons and barrier factors of the small and medium-sized enterprises of our country , gives evidences of the necessary and difficulty of the small and medium-sized enterprises conducting strategic turnaround, then through the analysis to two typical cases ,points out a great deal of questions in the course, and discusses the countermeasures that the small and medium-sized enterprises realize strategic turnaround successfully: Firstly the small and medium-sized enterprises should work out analysis system of making transform strategies, on the base of the analysis to domestic and foreign environment, confirm if the enterprises has the qualifications to make strategic turnaround, then it should hold strategic turning points and change opportunities, and choose strategy styles rightly, and then puts forward the tactics, such as available precaution of the risk in the strategic turnaround process and overcoming of organizing inertia.
