Research On The Index System Of Environmental Impact Assessment For Land Use Planning

With our country's economy developping at very fast speed,it is increasing continually to demand for land for every walk of life. At the same time, the impact to environment is also pricking up during using land.The Environmental Impact Assessment of Land Use Planning stares us in the face.The law of the People's Republic of China on Environmental Impact Assessment (Adopted on October 28, 2002 at the Thirtieth Session of the Standing Committee of the Ninth National People's Congress) was promulgated on September 1,2003,as ensured the station of Environmental Impact Assessment on the law.Nowadays, The Environmental Impact Assessment of Land Use Planning is underway.On the base of studying on the content and the hiberarchy of Land Use Planning,and in term of distinctness of contents of Land Use Planning ,analyse the environmental impact from the Land Use General Planning,the Land Use Detailed Planning(namely the Land Use Subarea Planning) and the Land Use Subject Planning.We also probe into the index system of the three aspects of Land Use Planning,and expressly study the signification,acquiring ways and appraising criterion of the index system of the Land Use Subarea Planning EIA.Finally,give an example of Land Use Planning EIA for Huangpi district Wuhan city by using the index system of Land Use Planning EIA.
