Human capital is an important productive factor of a country's economy development. Since reformation and opening-up, human capital outflow of China's Central Area into the Eastern Area has greatly affected the regional economy development.This thesis firstly defines the categories of Central Area, human capital and human capital outflow, and reviews both the foreign and Chinese academic researches of human capital outflow. On the basis of that, this thesis studies on the human capital outflow of China's Central Area.Human capital outflow of Central Area has taken place with Opening-up as the background, and can be studied from tow aspects: one is junior human capital outflow and the other is senior human capital outflow. There are three causes of this phenomenon: the precondition is the reformation and adjustment of related policies and institutions; the impetus is the deepening disparities between the Central Area and Eastern Area; the subjective cause is the interest-centered human capital person and other psychological factors. Also, the positive and passive effects of this phenomenon can be judged from three aspects: the human capital person, the Central Area and Eastern Area and the whole country. Finally, this thesis draws some conclusions from the above analysis and puts forward some useful countermeasures for it.
