Land Development and Neatening (LDN) is the neatening of land conformation and the development of land potential value. The conformation neatening of land is the base, while the value development is the ultimate targetof LDN whose realization is based on the former. The conformation neatening is to gather several sects of land together to better meet the requirements for developing and utilization and to conform with the overall development planning of the city. In other words, it is to form a certain advantage suitable for the planning goal. The value development of land means to release the land value to a maximum extent through land development and operation and to make it a win-win project between the country, the local government, the development company as well as the consumers.This article mainly deals with the following points:Make analysis and argumentation to Chengdu's real property market and its trends, and to the land supply and remising situation;Discuss the land development cost for mature land, the expected price for the final product of the project, and discuss the scale and value it can reach in the future;Use analysis and planning methods and learn from the successful experience of land operation of foreign countries to seek for good harmony and matching between the value apportionment of the key taches ( tenement and house property development) during the development of Jinniu Township's land project;Seek for the fullrealization of best planning; best purpose; and highest value for the land projects;And to finally realize the highest benefit for both the development company and the country.
