Current land banking system in China is the innovation of land management system in the process of further reformation of the land use system. In accordance with the legal procedure, the overall planning of land use and urban planning, the government or the government-authorized body obtains the land for the earlier period development and reservation through the way of taking back the land legally,purchasing and expropriation. Through several years'practice, the implementation of land banking system has acted as a positive stimulus to support and deepen the restructuring of State-owned enterprise,regulate the operation of land market,ensure the realization of the overall planning of land use and urban planning,accelerate urban renewal, promote urban construction,activate the real estate market and increase local fiscal revenue. However, with the increasing practice, various questions also appear. The further theory discussion is going to be launched with it.This paper attemptes to explore the measures for ameliorating the land baking system as well as inproving the efficiency of land banking organization, from the aspect of operational mechanism. The methods applied in this paper include the qualitative analysis and the quantitative analysis. A combination of theories about land economic,urban economics,macroeconomics and microeconomics is adopted. It conductes further research and beneficial discussion through combining practice from the aspect of adjust-controlling mechanism,financial support mechanism,risk management mechanism and performance management mechanism to provide the policy-making support . The main contents include:Firstly, on the basis of summarizing the initial goal and the function localization of our country land banking system, it analyzes the deviation between the effect and influence of land banking system and the initial goal, discusses the reasons of leaning axle and pointedly brings countermeasures of establishing the legal framework from central government to local government,reconstructing the land income assignment pattern,establishing the effective operation mechanism etc..Secondly, this paper analyzes the mechanism and the significance of the regulation in urban land banking operation, and designes the technical route of the year-plan about land banking and supply; it also discusses the factors that affect the scale of land banking and the caculation models of planned land banking. Then, it analyzes the factors that influence land market demand, and takes Wuhan for example, designs the combination forecast model of the land market demand and the method how to compute the scale of land supply in some year.Thirdly, it learns from the experience of gathering the land banking fund in Holland and Sweden, and from the cases in organization and operation of the American permanent land fund,the Ruhr land fund,the Hong Kong and Macao land fund and so on, proposes constructing the dual financing pattern which combines land fund financial support that relys on the local governments with own financing of the land banking organizations as the realistic action for solving the financing difficulty of Chinese land banking organization, and designs the land fund operation flow of Chinese which meet the given realistic conditions.Fourthly, it defines the concept of the risk of urban land banking and the risk management, briefly designs the goal and the basic principles of the risk management of land banking. From the angle of the land banking organization, this paper discusses how to enhance the land banking risk management, and emphatically studys the difficult problem in practice that how to construct the state-owned land purchasing and pricing mechanism belongs to a risk control strategy.Fifthly, it defines the goal and the significance of urban land banking performance management in China and summarizes the barriers and the foundation conditions that implement the urban land banking performance management, proposes suggestions that consummate the optimal design to organization framwok and the pattern of the urban land banking performance management. In view of two kinds of land banking organizations that implement the non-profit-making projects and the profit-making projects, it separately designes index systems of the urban land banking system performance evaluation, and gives the comments to the selection of the evaluation index systems and the design of prompting mechanism based on the performance evaluation.Finally, it takes Wuhan as the case, reviewes the development course of land banking system in Wuhan, and describes the present situation and the trend of land banking operation, in the end, give several advises to ameliorate the land banking operation in Wuhan.
