Study On The Social Insurance Problems Of The Urban Farmers

The Central Government and the State Department always attach great importance to the problem of "3F"(Farming , farm , and farmers ) . The Prime minister WEN Jiabao once indicated that to solve the problems related to farming , farm and farmers is of most importance among all the tasks . More and more farmers enter cities to live and work along with the expediting diversion of margin labor force. On the one hand, the emergence of the urban farmers improves their income and the development of the rural regions. On the other hand, it provides many cheap labor force to the industries and accelerates the development of economics. However, the urban farmers' status has never been changed on the whole and this put them in an embarrassed position—they are treated as extra, shacking population; facing the problems of unemployment, medical treatment, pension fund and education as well. Their rights and social insurance issues have come to our attentions along with the civil social insurance system is being reformed. It is worth discussing how to secure the so-called margin people's basic living and rights, by using the urban social insurance system or confining their registered permanent residence as before?The social insurance problems of the urban farmers affect the smoothness of the margin labor forces' transition, the increase of the farmers' earning, the urbanization progress and realization of well-to-dolife, etc. Therefore, to examine closely on the social insurance of the urban farmers and to better the social insurance systems are meaningful. Even though the urban farmers' problems have gained much attention from everywhere the society, the build of their social insurance seems very weak. In order to secure their social insurance, few local governments have set up some policies that don't work well so far. From this stand of point, this dissertation will probe into this problem further.There are four chapters in this dissertation:The first chapter introduces the fundamental of social insurance, including the definitions, contents, classification and some viewpoints to the social insurance.The second chapter analyzes the status quo and severe lags of their social insurance problems under the circumstance that the urban farmers' social insurance has become increasing austerity. It also analyzes the difficulties of setting up urban farmers' social insurance systems.The third chapter reviews the urban farmers' social insurance models that used in PK, SH, etc., then analyzes the insufficiency of these models and enlighten how to make good use of them.The fourth chapter orientates the urban farmers' social insurance system and generates the principles theoretically from various standpoints on the issue of setting it up. In the meantime, it ends up with a series of policies in the hope for a better system.
