A Study On The Countermeasure Of Optimizing The Distribution Of S&T Strength In Northeast Of China

Science & technology resources are the valuable wealth for our country to step towards to the era of knowledge and economic. Looking from the intense international position of science competition, the problems of science & technology resources allocation and scientific forces structure have been the important parts of scientific competition stratagem for every country. The old industrial base in Northeast China is an area that the structural contradiction is obvious. The structural contradiction of the old industrial base in Northeast China does not only represent as the inner proportional maladjustment of the industrial structure and the absence of function collaboration mechanism, but there are also series of problem which due to scientific forces layout irrationality. Such as the problems of low efficiency of scientific resources innovation and scientific production transformation due to the scientific resource allocation irrationality; the problems of bad liquidity and low sharing capability of scientific resources due to distempered scientific system and incomplete scientific agency; the problems of low using efficiency of scientific resources and low competition power due to incomplete interrelated policy and law, the institutional limitation of the capital market and property exchange market which offer guarantee for the actualization of scientific innovations and so on.This paper use normative and empirical study, qualitative and quantitative analysis, comparative analysis and so on to define the conception of scientific forces layout, establish the estimate index system and use various empirical analysis( cluster analysis, balance analysis, fuzzy comprehensive evaluation) to analyze and appraise the actuality of scientific forces layout of the Northeast of China. And put forward the collective countermeasure for the conformity of scientific innovation resources. Pointing out that the innovation main body structure of the Northeast of China is irrationality, including the proportion of national corporation is too big, the proportion of corporation which have scientific activities is too small; scientific devotion structure is irrationality and the manners are too simplex; the payout structure is also irrationality and the low recognition degree of basic study; a great number of R&D persons withdraw, the efficiency of scientific resources sharing is low, and the problem of the distempered ness of the agency. And propose to establish the idiographic means of the innovation resources conformity mechanism of the Northeast of China by analyzing these problems, including establishing the net of resources conformity, boosting the flat construction of training and sharing the persons with ability, sharingthe scientific resources, the net of agency, and constitute and perfect the polices and laws system of the innovation resources conformity of the Northeast of China in order to realize the optimization of the innovation resources of the Northeast of China.
