Along with the economical globalization development and the knowledge economy arrival, the science and technology are becoming one of the fundamentally impetus for regional economy advancement, deciding a local competitive ability and the development potential, while the innovation ability is becoming the key aspect of economy growth , the key element of national and the region competitive ability. The innovation resources has become the focuses of international competition now. The Regional Innovation System is playing a more and more vital role in allocating regional innovation resources, enhancing the disposition efficiency of the region innovation resources, promoting the region innovation ability, leding the region economy development and strengthening the region competitive ability.With the development of the western region and the eastern region's continued economic prosperity , The revitalization of Old Industrial Base in Northeast China has become a major issue of concern. In the revitalization of Old Industrial Base in Northeast China today, strengthens the macroscopic coordination and integration, impels Northeast Regional Innovation resources integration and sharing.To accelerate the system as the basis for innovation, technology and innovation as the core, technology industries into goals, technology and the economy in close connection with the trans-regional unification of the old northeast industrial base system for innovation. innovative resources to achieve the optimal allocation of reunification inevitable.This research will be on the basis of an in-depth study on regional innovation theory and the resources optimization disposition theory,determine the index system of regional allocation of innovation resources ,construct the evaluation model of regional allocation of innovation resources.Analyze innovation resources of Old Industrial Base in Northeast China and its disposition situation at present. Find out the question which will exist in the innovation resources disposition, and make recommendations.Then provide the policy-making basis on solving the problems, which is economic of long-term, strategic and social development ,such as how to revitalizate Old Industrial Base in Northeast China,enhance the regional competitive ability, promot coordinated regional development.The thesis is divided into five parts: Chapter 1 is the introduction. This chapter elaborates the research background , research purpose,and the domestic and foreign research present situation. It sets up the research method and research content.Chapter 2 is the theory elaboration. The theoretical study of this chapter mainly from two aspects which is the theory of regional innovation system and the elementary theory of regional innovation resources disposition. First is the related fundamental research on regional innovation system. Study on the connotation of Regional Innovation System,the function in the region economy development , Analyze objectivity, diversity, integrity, self-organization and open characteristics in the regional innovation system.Then is the elementary theoretical research on the region innovation system innovates theresources disposition.Based on the concepts of resources,the meaning of innovation resources,the features of innovation resources,and the Classification of innovation resources, the author studies the connotation, the object and the goal of innovation resources disposition,and then introduces and analyzes the relative issues.Chapter 3 constructs an evaluation index system in the optimization of regional innovation resources allocation and an evaluation model. First,the principal theories of data-wrap analysis methods commonly and a typical C2R model and its economic implications are introduced. Then follows science-based, comprehensive and avoid strong correlation between the indicators such as evaluation principles. Selects the input and output indicators of regional innovation resources allocation in Old Industrial Base in Northeast China .Finally,two models are brought forward. The DEA based model on regional innovation resources assessment is a vertical analysis evaluation of innovation resources allocation and the C~2R cluster analysis model is used for horizontal comparison of a number of provinces'innovation resources allocation.Chapter 4 is an empirical study on the innovation resources allocation in Old Industrial Base in Northeast China,it is the focus of this paper. First from two aspects of the innovation resources inputs and the innovation resources outputs,the author analyzes the current situation of the resources allocation in this region.In the aspect of innovation human resources and innovation financial resources investment, the conclusion which the analysis is: innovation human resources in Old Industrial Base in Northeast China are rich, the quantity of total investment and the level on overall quality are unceasingly enhances; The quantity of innovation financial resource total investment is enhancing year by year, but the technical funds investment accounts for the GDP proportion and R&D funds investment accounts for the GDP proportion are inferior to the national level, has a very big disparity with the most developed countries.In the aspect of innovation output and transformation,the northeast enterprises and scientific research institutes attach more importance to the research results,and the awareness of intellectual property protection is increasing. However,compared with the innovation resources they own and the input they make,the total output is relatively low and the potential needs to be tapped.In addition, the proportion of the output value of high-tech industries in the three northeast provinces have a quite gap with the national average. Finally, by using DEA to make a recent five-year vertical efficiency comparison of innovation allocation in Old Industrial Base in Northeast China and to make a nationwide horizontal comparison with the other provinces.The author concludes that the nearly five years,the innovation resources allocation is relatively efficient but does not reach a size increasing by degree,and northeast innovation resources are relatively non-effective in a nationwide level,which shows an unconformity between innovation resources input and actual output.Chapter 5 presents the existing problems and suggestions for optimizing the innovation resources allocation in Old Industrial Base in Northeast China. According to the problems,the author makes the following recommendations: increase the cultivation of innovation;not only pay attention to high-tech industries in the leading role, more attention to the the transformation and promotion of the traditional industries. Also must pay attention the investment on the technical project the investment, must pay attention to the innovation disposition of the social resources.
