The Study On Project Controlling Theory Of Central Business District

CBD is the abbreviation of Central Business District, translated to the central commercial area, or commercial central area. CBD, originated from the 20th century 20's in USA, means the place for commercial convergence. Now it refers to the central region where we engage in commercial activity, taking the commercial function such as the finance, insurance, trade, technical information, the conference displays, and commercial installation such as office building, hotel, apartment as the main body, taking commercial servicing facility with the certain scale and the necessary infrastructure as auxiliary.This text mainly researches on the Project Controlling management mode of CBD, it also means the management organization of CBD owner including Project Controlling Organization, who can provide a decision maker of CBD owner with strategic and synthetic consulting service by applying information technology. This text mainly research on the following four items: the analysis of project condition and project broken structure of Wuhan CBD, the Target Controlling, Organization Controlling, and Information Controlling of CBD. The main contents included in this paper are:(1) The project condition and project broken structure of Wuhan CBD;(2) Task and method objective control in Project Controlling i.e., Time Controlling, Cost Controlling, Quality Controlling. The Consociation Control of Cost and Time, and one total control with three unite of the quantity, environmental protection, the occupation health and safety in Wuhan CBD;(3) Project Management and Project Controlling, the mission and requisition of Organization Controlling, the analysis of the Organization mode, the design for organization structure of Project Controlling, and design of the organization structure of Wuhan CBD;(4) Presentations of Information Controlling i.e., Project Information Portal, the main function of CBD-PIP, the applying of PIP in CBD, and discuss the total programming and implement of Wuhan CBD-PIP.In addition to the above-mentioned contents, with theoretic analysis on the importance and necessity of applying Project Controlling in CBD, this paper has further discussion on noticeable problems during its application in practice. Though the above research, this text aims at serving as a theoretic reference for the implicating in CBD construction of Project Controlling and PIP which is the third generation information technique, and lastly but not least, a reference for study and discussion in the construct engineering management theories field on this kind of new construction engineering management mode such as Project Controlling.
