The main problem that the Large-scale Construction Engineering of Communications exists in investment, progress, quality and other aspects is not technical but organizational and management issues, and as the total integrated patients of the implementation, owners must have strong integration and control capability.but under the existing project management model ,the owner's management level and the control capability to the project is limited; Simultaneously traditional method of information gathering, processing, transmission, and memory are backward, the massive information which large-scale construction Engineering of Communications produces can not be promptly provided, so the owner is difficulty with science and effective decision-making. Project Controlling is a new organization model which develops in the foundation of project management and enterprise controlling and provides strategic, macroscopic and over-all advisory by using the modern information technology for the highest decision-maker of the owner. Its core is instructing and controlling engineering matter flows with the processed information flow by information systems.Project Controlling is introduced into the Large-scale Construction Engineering of Communications in China, Firstly the existing problems are analyzed from the different angle, and research background and meaning of this thesis are proposed, its key technologies and methods are studied deeply on the basis of the domestic and international theories and practices related. Contents include: the realization of life-cycle integrated management are analyzed from overall ideas, information integration and organizational integration. Progress Controlling Aided by a Web-based information processing platform, investment controlling based on value engineering, quality pre-control technology based on partial-optima algorithm were put forwarded; the realization and integration of electronic document, the design of database, the technology of decision support system has also been studied thoroughly and the framework of project controlling information system are proposed; the case of a project are studied. Finally, the conclusion and prospects are presented.
