Project Management Under The Conditions Of Contact For EPC/Turnkey Projects

The "EPC contract" in this study is which is often called "silver cover book". It was first published by FIDIC in September 1999 with other three conditions of contracts. Be on of the turnkey contracts and being widely used in international projects, it means overall contracting including engineering, procurement and construction. In our country it mainly used in petrochemical industry and water conservancy projects. Since our country joined in the WTO, our building trade is taken more in line with international practice, and the EPC contract will be more and more extensively used in our country.This paper summarizes some EPC contracter's project management key points and methods through studies in contract provision and contract characteristic. The EPC contracter's project management falls into two aspects in this paper : First ,to explore control methods of the three-object including cost , progress and quality from the angle of the phases of EPC project. Second, to probe into project's general management including management organization structure, risk management, contract management and information management from the angel of the whole project. This paper tried to study the differences between EPC and other FIDIC contracts and puts forward corresponding management measures. Then, at the ending three suggestions are been proposed to promote EPC in our country.This study is believed helpful to popularize overall contracting including EPC and project management in China. And it will heighten engineering construction management level and mend our paces to bring China's construction market in line with international practice.
