The HR Management Strategies For QHMC

QHMC is born out of the state-owned, government-monopolized post and tele-communication industry, and transformed into independent business operation. Facing with the opportunities and challenges brought about by the central government's policy of Development of China's West, and China's joining WTO, it is high time for QHMC to adopt new development strategies to confront the ever intensifying market competition. And to launch a new HR management strategy will surely be the key.In the beginning part, the author briefly introduced the background of Qinghai Mobile Communication Co. Ltd.(hereafter referred to as QHMC).On the basis of substantial research works on the status quo of QHMC, the author then analyzes the four problems with regard to HR management. The first is the shortage of qualified personnel vs. superfluous unqualified personnel, the second is the inflexible mechanism in identifying right people for right positions, which hinders the enthusiasm and creative potentials of the employees, the third is the problem lies in the organizational structure whereas modern management pattern has not yet taken shape whyle traditional management pattern is still functioning, and the fourth is the inappropriate reward system which fails in terms of motivating people. By applying what have been learned courses, the author proposed four solutions to the above problems relating to the HR management in QHMC. They are, adopting talent strategy is the core of HR administration; introducing competition mechanism is the link in HR management; adjusting the organization is the base in HR management; reforming merit and tfficiency check-up system is the guarantee in HR management.
