The Research On Dynamical Mechanism Of Regional Ecomomic Cooperation Between Prefecture And County

In regional economic research, the economic development problem of the under-developing regions has always received much concern among government and scholar. The present core issue is how to narrow regional gaps, and further the development of under-developing region to form an open and catch-up ecnomic development. Based on applying " prefecture or county "standard to divide region, this paper stands for new system economics'views that pay attention to analyse system, and emphasize system factor has already become the primary obstacle of starting under-developing regional economic development; and advocates that combining interior and exterior resources in the region ,by way of promoting regional economic cooperation, to lead the region to harmonious development of the mutual benefit and reciprocity. This paper is on the basis of commenting relevant theories and activities at home and abroad, from two respects of the theory frame and demonstration , and analyses that dynamical mechanism of regional ecomomic cooperation between prefecture and county, then draw relevant conclusions and enlightenment.. First part ,Theory analysis At first, this paper provides a theory frame: selects the overall economic strategy of catch-up ecnomic development as the logic starting point; and starts with narrowing regional gaps to seek the primary obstacle and the first motive force at initial stage of regional economic development. In the following, this is divided into two clues down: one is analysing under-developing disadvantage and obstacle ;the other is arguing motive force and behavior subject; then draws the preliminary conclusion --System is primary obstacle, local government is the first motive force. In view of the above ,this paper propose a thread of analysing dynamical mechanism : makes up the behavior subject of the motive force and regards benefits as the core and tie , then starts under-developing regional economic development. According to the analysis frame, this part plans dynamical mechanism of regional ecomomic cooperation between prefecture and county : "University -government-enterprise"dynamical mechanism. First thing is finding out its theoretical foundation : Innovation –new combination of dynamical mechanism behavior subject of motive force; System design --acting on system consciously in the proper opportunity .Then it comb the logic thread and point out the root of innovating –Seek a way of impelling the formal institution and informal institution become compatible; And then analyses separately the three respects of behavior subjects"University","government","enterprise",including theoretical support , the reality , behavioral definition; In the hope of "University"should make a contribution to system ,it draws lessons from mutual mode among regional innovation sujects and plan the operational mechanism of "University-government-enterprise dynamical mechanism". Second part, demonstration analysis Based on the above, this paper elects the triangle area in Chongqing Three-gorge Reservoir ,including yunyang county, kaixian county and wanzhou prefecture,and does demonstration analysis. The information feedbacked in practice embodies a concentrated reflection of the enormous function when the local government acts as the first motive force in the first stage. Meanwhile,the question appears---The government's impetus hasn't influence on regional economy thoroughly , which is still comes from officers' idea issue ,and the analysis on planning dynamical mechanism prove to be rational and deep. If the formal institution and informal institution isn't compatible, dynamical mechanism will not really be effective to produce continable motive force. In fact, the current cooperation only refer to two behavior subjects –"university"and "government",and lacks the participation of "enterprise",so the dynamical mechanism does not help to release the potential from market. Conclusion part This paper points out that it is need to deepen two respects 'understanding:benefits and behavior subjects'orientation,and to think over the evolutionary direction of this dynamical mechanism; What's more, it gets a enlightenment that it shoud be thinking incentive measurement closely related to dynamical mechanism itself from concept of value .
