The paper is very operable and applicable in forming and perfecting a correct mechanism of bidding and inviting bidding, it also has some reference value for the work of bidding and inviting bidding of all the universities and colleges in the army.The paper introduced the research background of the thesis, the method and significance of research, introduced the definitions, main means and general process of bidding and inviting bidding, introduced the concept and formation of A+B mode and the origin of the coefficient. For the first time, the first available quote and the second available quote of bidders are lodged. This established the theoretical basis for systematically researching on A+B mode.The paper theoretically analyzed A+B mode from the angle of game, constructed quoting model, gave strategies of bidding and quoting under A+B mode and offered the quoting strategy of both sides under the condition of satisfying the first quoted price. Through the research on A's value by estimating the Bidding sides' style and on A's mean value by bidder, the paper showed the significance of A within the rage from 0 to 1. Through the analysis on a certain universities' bidding data, the paper constructed a differential function based on grey theory and educed a theoretical model.The paper also compared A+B mode bidding-won and the lowest quote mode bidding-won and further analyzed the mechanism of bidding and inviting bidding based on auction principle and gave the best option strategy for auctioning. In the end, the paper gave a demonstration through a case.Finally, the paper summarized the management of armies' A+B mode bidding and inviting bidding, pointed out the problems in the research and presented some suggestions .
