State-owned business enterprise change is the Chinese economic center link in the reformation process system. In the more than 20 years' reformation, Chinese government play a very big part to investigate the way and mode for state-owned business enterprise changing the system .But from the result of some state-owned business enterprise changing in the earlier period, the target of the state-owned business enterprise changing the system did not realize because of not solving the power system problem in establishing modern business enterprise of at all. According to spinning and weaving industry" 15" program, one of developing and regulatory points is reformation on state-owned business enterprise and reorganization.With the national policy about state-owned business enterprise reformation, this paper make use of the substantial evidence and the qualitative analysis, discuss the point problem about the system reformation in government-owned spinning and weaving business enterprise. From the Nanjing gongnongbing spinning and weaving changing system studies,we can sum up the precious experiences through the changing the system, which offer many important experiences for the state-owned spinning and weaving enterprise changing the system and increasing competitive ability.
