With the reform of power market, the mechanism of traditional electric power system change consequently.A tidal wave of the reform of power market in the world, whose objective is to break the monopoly, set up the competitive market, and increase the efficient of the power supply. To adapt to this situation, our state carries through a systematic test in the power market. How to insure the security and the reliability of the power system and how to use the market mechanism to realize the market law—to be just, open and right, become the key issues.In this situation, the analysis of electric power market has developed deeply, and the ancillary service in the electric power system has been paid more attention. The ancillary services is a kind of mechanism that is needed for the quality of power supply and safety of power system, it has very important role in maintaining power system security and reliability.The marketization leads to change in vertical management mechanism of traditional electric power system, the reserve capacity and its dispatching method change consequently. Bing one of the most important characteristics of power market ancillary service, reserves have deep influences on security and reliability of power systems.The paper summarizes the hot topics in this research field, such as the classification methods of the reserves and their new trends; the relations between reserves and reliability , and the calculation of the reliability index; cost benefit analysis , including its algorithms and the calculation of reserves , interruptible load , is also discussed from its capacity , prices and opportunity of interruption., the problems that need to beurgently studied are presented.Analyzed on the current reserve polity, the possible direction of improvement of reserve dispatch in market was put forward.This paper analyzed the spinning reserve, as an import part of ancillary services that endure power system securing in competitive electricity market. Aimed at the power market rules, analyzed the benefits and costs of spinning reserve capacity, a trade model would be developed in the paper. The approach is demonstrated for spinning reserve capacity of a power system with MATLAB.
