For the sake of better adaptation to the social and economic development, numerous development zones have been established in our country. However, most of the development zones have not incubated their characteristic industrial clusters based on their own resources, but tend to be similar in industries, functions, structures, and modes and so on. That is to say, repeated construction is a really serious problem. In fact, the direct reason of "the industrial gathering"is the favorable land and tax policies. This kind of spatial gathering of industries is only the blind stacking of enterprises, but not the real industrial clusters. Therefore striving to explore the actual application value of industrial cluster theory in Chinese development zones has the very important theoretical and realistic meaning. Starting with the marketing, this article has analyzed the importance of circumstance to development zone's inviting outside investment. Then, give some advices with the strategy of 1T﹠5P. This dissertation is developed in the following thoughtful clue "problem raise-present study situation-theory structure-case analysis-countermeasures suggests". Detail is as follow. First we has put forward the problems, gives a general introduction and makes comments on study of situation at home and abroad, defines the study of this dissertation This dissertation introduced the development process of development zones, and the important role in economic. So the zones must be counted. But in the near past, some unmoral phenomena happened in some development zones, such as inviting with all the citizens, the government do everything and so on. All these had embarrassed the development of the zone. From the analyzed of the dissertation, we find it is very trouble with the nowadays methods, so we bring forward to use the method of marketing to inviting investment. The people who get benefit from development zone, the circumstance of development zone and the future of development zone are the main problem we analysis. Then we expatiate the detail of 1T﹠5P, and then arise the marketing tactic to the development zone. In the end, we give an example with Chongchuan development of Nantong to prove that the method of marketing is effective to inviting investment In the last chapter, we sum the opinion of this dissertation, arise that the innovation of this dissertation is settle the inviting problem with marketing method, and advance my conceive of this problem...
