Research On Promoting The Industrial Cluster Development Of Industrial Zone By Inviting Investment

In recent years, with the development of social economy, the industrial park has become a new and essential part of regional economic development, because it can produce economic assemble effect, promote the development of regional economy and be widely used in many areas. In the common role of national macro layout and market mechanism that after the reform and opening up, the industrial parks establish rapidly in all regions of the country and develop gradually to form the industrial cluster with category diversity. Industrial parks and industrial clusters are 2 concepts, which may cross but also have their own focuses. Industrial cluster provides features and leading to the development of Industrial Park, industrial park provides a platform for the development of industrial cluster. With this background, the research that how to through the means of investment promotion to develop Industrial Cluster within the park has become a very important topic.In this paper, the method of unifying theoretical analysis and practical investigation is used to elaborate how to develop industrial cluster through investment promotion, to analyze carefully on industrial orientation and formation, to analyze on the industrial parks’ development problems and reasons from the perspective of industry chain, to discuss the transformation and upgrading of Industrial Park that based on the industrial cluster. On the basis of these, the model and example analysis is used to Lingang Industrial cluster in Yingkou Development Zone, to demonstrate the direction of development and transformation and upgrade path of the industrial cluster development of industrial parks, finally raise the suggestions on how to develop industry park.The innovation of this paper is to put the industry cluster orientation methodology into industrial park development and construction, through the means of investment promotion, to discuss in-depth the problem of industrial cluster within park. Lingang Industrial district in Yingkou Development Zone is analyzed as a typical case, because it locates in the northeast old industrial base and Liaoning coastal economic zone five point line area and meanwhile overlaps in Shenyang economic zone. The case analysis could provide reference to regional preferential policies and industry parks’ development, meanwhile, to improve the industrial cluster and extend the industrial chain.
