After XX research institute being reformed from state department to a market corporation, the authors analyses the current situation of XX research institute and the former allotment system with the knowledge of human resources management, strategies and corporate culture. A position-technique related compensation system is designed, which is proved to be efficient and practical.The competition of the modern enterprise is in fact the competition of human resources, so human resources has become the key factor which helps enterprises to win . How to carry out an efficient compensation system so as to optimize the composing of the employee, keep the talented person, and activate the employee, has become the instant problem of XX research institute.The design of compensation system is a system project which ties up with other related parts of reformation. So they must be carried out as a whole system to gain expected results. The authors studied the basic theories of compensation management, such as motivation theory, equity theory and so on, which build up the foundation of a reasonable and effective compensation system. At the same time, related theories and concepts of compensation system are introduced in detail, including 1). the concept, function, and composing of compensation, 2). the aim, principles, impact factors, procedures of remuneration design, 3). and remuneration systems in common use. So the article could be actual guidelines for the design of the compensation system.The post and technical ability wages system is the basic wages system of enterprises , the principle of which is pay according to labor. Its evaluation factors include labor technical ability, labor responsibility, labor intensity and laborcondition, etc. The main contents are post and the technical ability wages. Scientific and reasonable evaluation of position is the foundation of the design of compensation system . Using modern theory ,the authors introduce the method to evaluate the position, the way to establish evaluating system according to the different situation. A suitable post and technical ability wages system has been established to determine the value of each position by analysising all essential factors, thus the income of employee could be connected with his responsibility, achievement, and the profit of the enterprise. The authors explains the process of the design of post and technique ability wages system in detail and contents of the system. In this study, an equitable, efficient and reasonable compensation system is set up. The new compensation system is evaluated: the practical results are analysised, and on the other hand, the shortcomings are pointed out.
