In the knowledge economy era, the human resources have become the primary resource and a key element to obtain and maintain competitive advantage of enterprises. The competition between enterprises has shifted from "capital competition" to "knowledge competition ". Those enterprises want to be dominant roles in talent competition must establish a perfect, effective and incentive mechanism inside, and compensation mechanism is an important part of incentive system in the enterprises. To design and set up a set of compensation mechanism to help enterprises to gain competitive advantage, and promote the sustainable development of enterprise is a very important project of enterprises. As the industry system reform deepening, the energy demand sustained high growth situation, facing the current situation, seizing the opportunities brought about by the trend, we must recognize that human resources is the most important advantage resources in design enterprise.A design institute, under the new form, with the emergence of state-owned and employment, the original compensation management model exposed many problems and shortcomings, and cause enterprise employees with different rewards, low satisfaction, high staff turnover. How to solve this contradiction has been plagued by the leaders of A design institute.This paper analyzes the status of human resources and its compensation mechanism based on basic compensation theory and design method, summing up experience and figure out what the problem is. According to the real situation of enterprises and compensation mechanism, in using the level of salary survey, the capacity of employees positioning method, this paper redesign a set of compensation enthusiasm which can arouse enthusiasm and initiative of employee. Distribution according to work, priority to efficiency and due consideration to fairness, it incentives employees in a more pointed, scientific and reasonable way. At the same time, points that the new compensation system will also has some limitations in the implementation, still need to be revised and improved.
