The Trouble And Way Analysis Of Chinese Village Surplus Labor Force Transference

"Pleasant,agriculture and countryside"are the key to the question whether the social target of middle-class family can be realized on time .But in these three problems, it is very important how to realize the middle-class family of pleasant. To realize pleasant middle-class family must increase pleasant income, to increase pleasant income and then must realize pleasant well or than take up employment well. But the present situation of our countryside labor employment is very grim. Now, there are two hundred millions village surplus labor force in our country. How to transfer the surplus labor force becomes the problem-solving key. In this paper, I try to answer these problems through labor's transference. According to this, the paper contains three parts to analysis them. In the first part, I discuss primarily the cause of appearing the surplus labor force and the factors of limiting the village surplus labor force transference. Along with the contradiction of human being and land, agriculture productivity raising, the countryside youth taking up employment in advance and decreasing the investment of agriculture capital construction etc. A lot of village surplus labor force must be exerted. It is very important to our national economy and income of the farmer whether the surplus labor force can be transferred or not. But in the process of transference, there are many limited factors. First are system factors that limit transference of the village surplus labor force. First, they are the household register system, land circulation, society guarantees system and employment system etc. These system factors have an effect on the transference of our village surplus labor force. Second, it is very difficult for fluxion of the village surplus labor force because the character of them is not well with marked need. And the village industry development level is very low. The third industry development of village is too slow to digest more surplus labor force. Third, because the level of city's development makes slow progress, it can't create more employments post. The quantity of village surplus labor force is very large, but the employment opportunity is limited. All of them make the village surplus labor force transference difficulty. The second part, I discuss the research results and experience of abroad about surplus labor force transference and our country local scholar's theories. I draw lessons from the developed country and the developing country; join together our actual, look for the way of village surplus labor force transference, which are suitable with our country. In the last part, I discuss the path of the village surplus labor force transference. Because the existence of surplus labor force is concealed, in a short time, it can't bring society turbulence. But we can't look down on it. The surplus labor force not only is a human resource wasting, but also will turn into seriously social problem. So we must consider how to transfer these labors. First, we should commence from the system. We must reform the system, allow the farmer going into the city, and give them the equal employment opportunities. Second, we invest education; improve the farmer's educational level. Third, we must optimize the industrial structure; extend the agricultural independence digestive power. Last, we must develop the big city; exploit the big city's advantages to the full. We also consider the international exportation of the labor force. In the strategy of "many outlets flows, various forms transfers", we expand the employment in many ways, do our best to increase the employment opportunities and promote availably the village surplus labor force transfer.
