Poverty is a historically and regionally comprehensive concept, which is usually divided into absolute poverty and relative poverty. Absolute poverty is also named survival poverty. Generally speaking, absolute poverty occurs mainly in developing countries, while relative poverty is in developed countries. Anti-poverty is actually a common problem for all human beings. Chinese government attaches great importance in solving poverty problems. After the implementation of poverty relief programs in rural areas from 1994 to 2000, the infrastructure facilities in rural areas had been promoted and the economic development had been accelerated. Although the producing and living standards become better, there is a long way to go to live a comparatively well-off life. To pursue poverty relief is hard, with rising cost and difficulty. There are such burning problems like lack of financial support, irregular distribution of poverty relief funds, uncorrected money inputs, serious "spilling out" of financial inputs, improper administrative system, lack of motivating mechanisms in financial poverty relief systems, etc. Accordingly, approaches and policy suggestions are proposed in this paper on China's financial poverty relief.There are altogether 6 chapters.Chapter I Introduction. The chapter gives the background, purpose and significance of the study, as well as recent research work at home and abroad. The approach, method and possible innovative ideas are explained.Chapter II Basic theories on financial poverty relief. Firstly, the chapter describes and analyses theories on poverty, its classification and criteria, and cause of existence. Secondly, it makes a study on public financial theories, sustainable development theories, and financial poverty relief theories fallen under administration theories, which provide theoretical base for the following financial poverty relief.Chapter III A review of China's financial poverty relief. The chapter gives a detailed review of China's financial poverty relief, analyzing the changes, and indicating experiences and lessons.Chapter IV Directive study on China's financial poverty relief. The chapter illustrates six directive problems in China's financial poverty relief which need to be clarified. The first is the poverty criteria. The absolute poverty criteria should be upgraded, close to $1 per person. Second, the methods of poverty relief should be tailored, different methods for different groups. The third is the focus of poverty relief, which should change from physical input to the improvement of population quality. Fourth, the extension of poverty relief, the rural social security system should be established. Fifth, the organization and implementation of poverty relief, should not rely on government distribution system and administration resources. The sixth is how the poverty relief can be more efficient. It requires the combination of macroscopical system and policies.Chapter V Analysis of China's existing financial poverty relief. The chapter first gives an analysis of the current situation and missions of China's financial poverty relief. Then it analyzes the pending problems and causes from the aspects of fund security, input, management, and motivation mechanism of financial poverty relief.Chapter VI Countermeasures and suggestions of China's financial poverty relief. Based on the present research from home and abroad, relevant theories, and home experiences and lessons, as well as problems existing in China's financial poverty relief, the chapter gives some suggestions on policy making. As a research paper for application and practical use, the proposals are tailored and feasible.
