Study On The Land Resource Optimal Allocation Of Reservoir Area

Since the found of China, owing to multiple needs of flood-control, irrigating etc., several hundred large-and-middle scale reservoirs are built successively in the main rivers basin, have changed the passive state of flood-control of down area of the great river and great stream completely, have brought the enormous social benefit and economic benefits. But meanwhile, have formed the enormous flooding area, brought certain adverse effect to social economic development of the reservoir location, especially it is taking up a large number of land resources that will bring unfavorable influence to sustainable development of agriculture. So how is it utilize land resource of reservoir area to optimize, and it has to be extremely important meaning as to whole social stability coordinated development of reservoir area.This research on such multi-disciplinary theories the foundation as sustainable development, ecological economics and system engineering etc., has adopt the method of combining quantitative analysis with qualitative analysis, has confirmed the principle, content, index and weight of land resource optimal allocation of reservoir area, has structured the evaluation index system of the land resource optimal allocation of reservoir area; and analysing the distribution mechanism and perfection way of land resource of reservoir area , structure the serial modes of land resource optimal allocation of reservoir area ,has offered the theoretical foundation for land resource optimal allocation of reservoir area; Finally , use the evaluation index system and distribution mode of the land resource of reservoir area, carry on the positive research to land resource distribution of Xingshan county in Three Gorges reservoir area in Hubei, on account of current situation of land resource distribution , appraise land resource distribution degree Xingshan county , on the basis of appraising , according to the actual conditions of Xingshan county , have proposed the mode of dividing into area of the macroscopic , the structure mode of the middle-level and micro management mode, have offered management and technical support for the land resource optimal allocation of Xingshan county .The main research conclusion of this paper is as follows:Should set up the evaluation index system of the land resource optimal allocation of reservoir area. Through appraising to the land resource distribution degree of reservoir area, it is analysed that it disposes the unreasonable place, thus offer the basis for scientificdisposition land resource.The mode of land resource distribution can be divided into a macroscopic, middle-level and microcosmic. Though starting point of each level is different, is it realize through government macro adjustments and controls mechanism and market mechanism comprehensive benefit maximize of land resource finally.The optimal allocation of the land resource in the reservoir area is the coordination of productivity and production relations, it not only wants to rely on the implementation of the rational distribution scheme of the land resource but also improve peasant's quality, increase the input in science and technology, perfect the market mechanism, impel the rational matching of different elements of land use.Land resource optimal allocation scheme can improve benefit of land resources utilization of Xingshan county, help to realize the sustainable development of the economy and the society and ecology tentatively of reservoir area.
