The railway is favored as a kind of "green transportation," because it consumes less energy, takes up fewer recourses of land, produces less environmental pollution, is more secure, have more capacity of transportation and has more sustainable development. However, in recent years, huge changes have taken place in the competition of the transportation market. Such means of transportation as highways, water carriage, and aviation have developed rapidly. These bring great pressure to the railway transportation. The management and selling of the railway transportation is becoming a major subject that needs immediate settlement. For this purpose, the author, with the permission and support of the railway department of Shanghai, conducted an investigation in several organizations under the Bureau of Railway of Shanghai. By means of discussion and questionnaires, the author took part in 8 discussions which involved the middle-level cadres in charge of the transportation of passengers and freights and the staff in charge of these management. The investigator also gave questionnaires to nearly 100 units of the freights, over 300 passengers and over 80 middle-level cadres. Then, through analysis and research, the researcher consulted quite a lot of materials and analyzed the current situation and existing problems in the mechanisms of the management and selling of the railway passengers and freights in our country. According to the practical experience of the Bureau of Railway of Shanghai, the researcher explored the advantages and disadvantages of the current mechanisms, analyzed the possible problems in the prompting and restriction mechanisms of the relative managers, and put forward the reforming suggestions. With reference to the successful measures about the mechanisms in foreign railway industry, and the useful reforming experience of the originally monopolized industries like telecom and electricpower, the author put forward the possible measure and suggestions to optimize the mechanisms of management and selling from two aspects. On the one hand, we should speed up the development of the railway, especially the construction of infrastructures. On the other hand, we should establish the joint conferences and full-time organizations. We should have up-to-date ideas of modern management, advocate intergrowth management and selling, extend the functions. We should ensure the ability, improve the means of management and selling, promote that work, establish the modern system of information, strengthen and frame the strategies of prices. We should improve our competitiveness, set up our own brand, reinforce the management of human recourses, cultivate a group of management and selling. Thus, we can upgrade the competitiveness of the railway market in terms of ideas, systems, setups and strategies. In this way, China's railway companies can survive the increasingly fierce competition of the transportation market. (This market is facing the competitions from the transportation industries such as highways and aviation, as well as from other foreign organizations of the same trade.) This is the very purpose of the present article.
