ABSTRACT:In the new economy, with the rapid development of the national economy, the railway transport of passengers’demand and quality is undergoing in major changes. With railway speed up, the raiway service capacity can not match it, which restricts the development of China’s railway industry.In this paper, by analyzing the characteristics of the new economy, the law of services innovation and the features of railway industry, we discussed that the railway transportation enterprises should be integration and actively cooperate with the new economic conditions of service innovation. In the new economy, with a broad definition of the product, profits flow from product to development and service. The paper go research from the new economic perspective, and with the establishment of CMI analytical framework, the paper analyzed three aspects of the railway industry, from the industrial environment, the driving force, service innovation respectively.And the paper found that the fundamental driving force of innovation in railway passenger service industry. This paper concluded that under the new economic conditions, information technology and customer experience will be the two core innovation drivers of railway service. And the upgrading of information technology provides a good hardware environment and infrastructure for railway service, and personalized service from the perspective of the customer experience will be close to the customer needs. China’s railway sector needs to meet the passenger’s demands, and combined with the latest information technology so as to extends the service longitudinally. And companys should expand services for the individual needs of travelers and provide more value-added forms of services in order to enhance the market competitiveness of railway transportation. Conclusion of the paper also provides a reference value for the high-speed rail operations.In this paper,there are11figures,10tables and79references.
