The arrival of economic globalization and knowledge economy has made the human resources management more and more important in themanagement of the state-run commercial banks. Human resources strategy becomes the first choice in the development strategy of commercial bank. This text describes the relationship between each link of performance management and human resources development and management, and has drawn the view that 'the performance management is the core of the human resources development and management'.This text analyzes and explains the factors which have influenced the implementation of performance management of the state-run commercial Bank such as the management system of human resources, the idea of performance management, the attitude of the senior administrator, the psychology of the staff, etc., and points out the problems remaining in the performance management of the state-run commercial banks and their causes. Started with the performance management cases of the worldwidefamous banks like the Citibank and the HSBS, the text seeks the disparity between the two, as well as the experiences which the former can learn from the latter.To improve their performance management, the state-run commercialbanks must change their ideas about performance management at first, and they must put it into the key position. The author organically combines the basic principle of performance management and the characteristics of the state-run commercial banks at present, proposes a series of solutions to the problems in the performance management, and makes a concrete and proper scheme of performance management. Furthermore, beginning with the formulation of plan, the performance checking and the feedback, the author establishes a whole performance management system with the particular emphasis at sureness of the key performance index, the interviews and communications with the staff, and how to tie tosalary with the checking and rating result. The author gives a very concrete explanation and many special suggestions to all the aspects mentioned above.
