Multi-cultural administration is a new subject in the field of management science, which has been launched since the end of 1970s when global multinational companies are becoming more and more. In a lot of industries, Japanese enterprises have won great success in the competition with the western companies since 1970s, which caused much self-reflection of the western administration science organization. Many American scientists, as their representatives, launched a lot of research work on the successful experience of Japanese. Multi-cultural administration, as the product of their effort leads revolution on the management science. In 1990s, multinational companies have become global decisive power with the world economic globalization. As the border of management has become wider with the stronger competition in the global market, it is important for multinational companies to merge a unique organization culture across different countries, which'is regarded as one of their core competences. On the other hand, the information industry in China has developed a lot with the incoming global informationization. Not only the software industry and network technology has developed quickly, but also the booming telecom product manufacturing is becoming an important factor for the economic augment in China. There are more and more multi-national telecom manufacturing companies enter the domestic market and local telecom manufacturing enterprises take part in the global competition with the deeper reform and opening in China, especially after China has entered WTO. Now multi-cultural administration is a hot topic in the field of management science because it has been paid much attention by the topmanagement of the multinational companies, especially on telecom manufacturing industries.In the article: Firstly, the status of Chinese telecom manufacturing industry is introduced through some formal government statistics, based on which the multi-cultural administration and cultural interference of Chinese telecom manufacturing companies is described and analyzed; Then, describe the influence of cultural on the multi-national management and the cultural diversity in Chinese telecom manufacturing companies according to the related latest theories, such as national culture models by Hofstede and 7P models for the business in China, based on which the cultural interference and function on the multi-cultural administration of Chinese telecom manufacturing companies is analyzed; At last, based on the strategy for the management of multi-national companies, systemically discuss how to do multi-cultural management and communication in Chinese telecom manufacturing companies. It is the most important to show the clear way for Chinese telecom manufacturing companies to solve the cultural interference efficiently and transfer it as one of their own core competences by the case of Alcatel Shanghai Bell Co .ltd.
