With the development of society, range of people's activity is bigger and more uncertain.This mobility and uncertainty provide the necessary conditions for mobile communicationsindustry, especially for wireless location services. This subject aims to design acommunication system providing multi-precision positioning capabilities. The system basedon 3G platform can provide information about location of mobile phone users or cellularcommunication systems by LCS technology. The system based on control plane completes themulti-precision positioning capabilities by add corresponding information processing moduleor logic function entity or related signaling to 3G network physical entity.An analysis of 3G network with position function and several positioning technologiesprovided by 3GPP is presented in this paper. Furthermore combined with the principle ofmulti-precision positioning, this paper designs the overall program of the wireless locationsystem and its software which includes the positioning control module, interface processingand position calculation module. And this paper focuses on the positioning control moduleand interface processing module. In this paper, signaling is achieved with the ASN.1 encoding,and then compiles it to standard c language. The rest of the software is achieved with clanguage. Then the code of the positioning control module and interface processing moduleshould do software testing according to software testing routines. In the end, simulation of thewhole system by using mat lab is presented in this paper, and the result shows that the systemdesigned in this paper achieves the desired goal of multi-precision positioning.
