With the further penetration of all kinds of electric construction, the service and scienceadministration decision will be more and more attachable, and a lot of service relies oncomputer network to process in the development of the network construction. A precise,reliable and acknowledge time in all works of life is needed to be provided . However, norma lcomputer and the internet equipments do not have any specific index requirements in thedesign of time stability, which the clock oscillator of these equipments works on the situationthat it can be free oscillation without any revision. It will bring a big error with UTC timeafter the long time accumula tion. So there will be have a different time among the equipmentsof the network, which brings a big problem in data process. In order to solve the problem thatthe equipments don't have the same time, a high reliable combination timing service syste m isproposed in this paper, which has a high reliable timing service ability and flexible systemadministration ability, besides the various time source. So it is very flexible and convenienceto use it.A developing technology of embedded system based on ARM is ma inly researched inthis paper. A high reliable combination timing service system solution is proposed and thehardware of the system is designed. During the further research on the embedded syste mdeveloping technology, a Linux system and a file system is transpla nted, and it finishes thedevelopment of equipment drive about FPGA mode. Meantime, a embedded WEB servertechnique based on BOA is transpla nted. And it completes every software design of sys temapplica tion mode according to the structure of system applica tion program. At last, thecombination timing service system is tested.The test result indica tes that combination timing service system can choose the timesource to make sure the reliab le of timing service actually according to the environment. In the mea ntime, the reliable of timing service is further improved by self time keeping under thesituation without the time source for a long time. The system is applied in network for thetiming service with the high precision and easy operation. Currently the combination timingservice has been applied in some project, and made a better effect.
