In recent years, with the development of network and computer technology, information exchange is becoming more convenient and efficient. Besides, in nowadays society, people's demands on work efficiency are increasing, and they hope things can be best handled in the shortest time. With the characteristics of convenience, timeliness, and being able to exchange information at any moment between places, telephone conference system provides a convenient and practical channel to solve issues and make decisions, also greatly reduce the cost of meetings, so as to win the favor of more and more companies.In the paper, the monitoring of voice call and saving of voice data can mainly be implemented. In the system, front end computer is connected with SIP telephone through network switch. while calling, by detecting the SIP protocol front end computer analyzes both talking sides, the protocol and the port which are used to transfer data, voice codec and other information. According to the protocol and port, front end computer monitors the designated RTP packets, then voice data encoded by G.711 A is extracted and decoded, and saved to the local files for querying and playing. At the same time, the information of voice and local files is written into database through the ADO database access technology. File transmission function is implemented in the system, which is responsible for transmitting files to the server.First, in the paper, the relevant circumstances of the VoIP technology and voice data compression technology are introduced, and the importance of voice data management in VoIP telephone conference system is presented. After that, the relevant knowledge in the system is referenced, including SIP protocol and voice codec technology. Next is the system analysis and design, including the analysis of system feasibility, analysis of system function, selection of system technology, network structure, and data tables design. Then, the design and development of the modules are presented in detail in the implementation of the system. Finally, the testing and outlook of the system are given.
