Programmable Logic Controller is pretty wide application in industry controlling field, however the domestic PLC occupied 10% market share, it is crucial to develop emerging PLC with self-owned intellectual property. During the research and development of PLC, the programming software is an important part, and restricts the development of our PLC bottlenecks.In 1993, International Electrotechnical Commission formally issued international standard—IEC61131-3 of PLC programming languages, and it provided standardized programming concept and method for PLC software design. Foreign companies have themselves programming software are large difference and incompatible on the aspect of the kind of component and the programming language, etc.The main task is to design a visualized, convenient, efficient PLC programming development workbench satisfied standard—IEC61131-3.After analyzing the development condition of PLC programming software from home and broad, according to software engineering specification, the requirement of PLC programming workbench was analyzed based on standard—IEC61131-3.The overall project design of software functional demand and workbench was proposed.The project accomplished the design of software editor, compiler, interface.The paper took the system project of trolley Loading and unloading for an example, applied the programming software, small PLC was programmed which designed by singlechip, compiled and downloaded PLC program, verified the correctness and feasibility of programming software. Industrial configuration software on MCGS the monitored control system was adopted in the paper, and PLC drivers was programmed and PLC upper supervision was designed, to constitute integrated controlling system which could achieve upper and lower control function, vividly displayed running result of the designed programming software workbench.
