The router is the key of IP (Internal Protocol) network. An excellent router should contain the big switch bandwidth and be good at network service. The switch fabric is the core part of the high performance router. The switch fabric is responsible for packets (or cells) switching and quality of services. So the main method to improving the router's performance is to improving the switch fabric architecture algorithm performance.Here we introduce a new bandwidth arbiter algorithm of VOQ which is based on the CrossBar switch fabric system. The algorithm just contains simple traversal and calculation at the same time. It also considers the egress line card memory usage rate and the sub-port of the line card. The whole schedule algorithm considers the different priority packet. So the algorithm has the high precision scheduler and is good at QoS. It could be used in the low cost router system.The switch fabric is usually implemented as an ASIC. So we build an ESL (Electronic system level) model with high level language—systemc. The model is slot accurate and register accurate. According to the ESL model, we had done lost of simulation work in the new algorithm. Under the different kinds of network traffic model, comparing the new algorithm with the common CrossBar switch system, we found that the new algorithm is better than the common CrossBar switch system a lot. And the feather of systemc language decides that the new algorithm can be implemented in RTL easily. The systemc model can used be the reference model, and the algorithm has the potential applications.
