McWiLL is long term evolution of SCDMA radio access technology which is provided innovative by china. McWiLL is audacious based on SCDMA technology system, provide CS-OFDMA rodio access multi-code,and more developing the smart antennas techmology. Considering the system capability, coverage area and structure of the network, McWiLL realizes a mobile wideband radio access system which is efficiently converging the narrowband and wideband service. Wideband radio access system request high quality network, and Network planning is the most important essential in contributing the high quality wideband radio access network. For a good network planning, we need deeply understand the network element, technology in the system, especially the peculiar technology in the McWiLL. McWiLL has some peculiar technology, for example, smart antennas, software defined radio, adaptive pulse code modulation, which are all considered in the network planning. Above all, McWiLL must have his own features, using for reference the network planning technology in the WiMax, then formed the scientific nerwork planning method. Based on the background, this paper analyses and researches the peculiar technology in the McWiLL system, especially in structure of the network and the network planning of the McWiLL, then provides the systemic network planning in McWiLL; make use of the model of the McWiLL, in view of single BS, Frequency network and k=3 network situation and so on, in use of matlab to carry on theanalysis and simulation. It has confirmed the pan accuracy. The plan has been applied in the actual network planning projiet. It has achieved the design goal and has had the economy and the social efficiency.
