In recent years, the capability of mobile terminations as represented by mobile phones improved continuously, the penetration rate increased rapidly. Nowadays 3G wireless networks are under construction and the bandwidth of 3G network grows considerably, which will greatly improve the development of applications based on mobile phones. Higher requirements are set for the development of embedded applications. Currently, developer platforms on mobile phones emerge in endlessly, such as J2ME, Brew, Symbian, Windows Mobile, Android, Linux, etc. The J2ME platform plays an important role because of its outstanding portability and its good support for equipments with limited capabilities.Firstly, the basic situation and architecture of J2ME platform are elaborated in this paper. After that a common application development scheme is introduced, which is devided into general analysis phase, demand analysis phase, general plan phase and modularization design phase. The modularization design phase is the core phase of the development scheme, in which phase the application is analyzed and devided into common functional modules. The design and implement of these common functional modules are elaborated then. Moreover, some key technical considerations in the development process and their solutions are analyzed. The use of artificial intelligence in the development of applications is also discussed. In addition, the Over-The-Air technology as well as the communication protocol and network structure and the concrete implementation of WAP are described in detail based on the project experience. Lastly, the universal solution of optimization and test of applications based on mobile phones are proposed, and the problems in the optimization and test process are elaborated.
