In recent years, along with China's economic development, the automobile inventory has increased at a continually high speed and the highway traffic flow has risen unceasingly. The intensifying traffic congestion asks for more efficiency of the traffic toll charging platform, which affects directly the road traffic capability. Electronic Toll Collection (ETC) brings the traffic charge service a revolutionary change, and it changes traditional manual charging model into automatic charging with no vehicle-stopping by integrating new high technologies such as modern communication technology, electronic technology, automatic control technology, computer and networking.ETC is an important subsystem of the Intelligent Transportation System (ITS). A unified business handling platform is very important to ETC, and it is the key for the system's broadening development.The author participated in the project of Wide-Area ETC Service Platform based on SSH, which is sponsored by the Beijing Production, Teaching and Research Fund. Based on the problems preliminarily exposed in the project and the new service demands, through fundamental research and developmental practice, the author introduced GPRS into the ETC system, completed the design and realization of a new Wide-Area ETC service platform.The paper first studied the finished project of ETC System based on the Mobile Data Communication, supported by the National Electronic Information Industrial Development Fund. Through analyzing the exposed functional and performing problems as well as current service demands, the author elaborated the Wide-Area ETC service platform's design concept, implementation and optimization methods, and introduced the new system's concrete service content and work flow. This research consists of three main aspects:Firstly, in the aspect of the service platform's frame technology, to solve the problem of over-complicated deployment process and the need of an easily exploring system platform, the author introduced Struts, Spring, Hibernate technologies (SSH), the main frame of J2EE, to promote the platform framing technology, and carry on hierarchical design and development by analyzing the respective advantages of SSH technology. Secondly, in the aspect of business handling, this research worked out a solution that can make the platform realize receiving text and picture information separately with a corresponding fault-tolerant processing mechanism, and optimize the database design. This can help meet the need of a flexible toll charging function for the ETC system. Finally, to improve the wide-area ETC system features, the author used the Web Load Balancing Technology to optimize Wide-Area ETC system.
