After 2000, China’s economic growth has kept a strong momentum, and the process of urbanization has accelerated. The urban population has increased tempestuously, but most cities are growing in size rather than being replaned. As a result, the public transportation is more congested. Although the sedan penetration isn’t so high, most of them centralize in the mega-cities and other large cities, such as Shanghai, Beijing, Zhengzhou, Suzhou, etc. The number of cars in these cities accounts for one fifth of that of the whole country. The situation of city transportation is deteriorated by this unreasonable distribution which makes more troubles for civilians to travel. In recent years, the price of gasoline soars, and many cities vehicles lack fuel, so are the bus corporations. It is thus necessary to research and design a more effective transportation system.Development of intelligent transportation system (ITS) in China is decades slower than that of western counties. Many medium-sized cities don’t adopt TS. However, the departure time of buses is reckoned by experience in many large cities. The passenger population isn’t satisfied to this situation and the bus corporation can’t make rosy profit.This paper is proposed to develop an ITS aimed the lack of products on the market. It contains two subsystems: transportation system and monitoring system (MS). A new transportation algorithm is adopted to satisfy the need of the passengers and bus corporations; a more rational map matching algorithm is adopted in MS in order to make the monitoring easier and more accurate. Throughout the development process, it commits to make the system more pithiness and humanistic. Oriented object programming is proposed to build the framework to makes post-maintenance convenient.
