Network planning is to calculate the number of required base station and carriers based on the coverage and capacity requirements.Network planning should not only design the reasonable network layout according to the landform of the covered area, but also consider the need of future network upgrade with the minimum investment. A good network planning and optimization can make effect use of spectrum resource and deploy the high efficient network to meet the requirement of coverage, capacity and quality. This could be a guideline for network deployment and keep enhancing the ability of network operation. Network planning and optimization should be done during the network deployment and maintenance. It has become a very important way for many operators to enhance the network quality and competiveness.A excellent network planning and optimization might mean cost saving for network deployment and operation, and making maximum use of network capacity and performance.This thesis majorly studied the GSM network planning and optimization for Linfen Mobile in 2010. It summarized the general process of network planning for capacity expansion and also the data and contents needed for the process. Several different schemes were discussed to forecast the subscriber number and coverage, based on which the scheme of Linfen wireless network capacity expansion was planned. The following specific issues raised during the network planning for Linfen Mobile were also discussed in this thesis, such as call drop rate analysis, channel configuration, handover performance optimization, spectrum optimization, blocking, coverage, micro cell, topology of wire line network, MS register and so forth.
